Appendix IV: National Best Practices and Models: Integrating Violence Prevention, Intervention, and Crisis Response: National Examples and Best Practices Cities across the U.S., such as Atlanta, Albuquerque, Harris County, Baltimore, Chicago, Oakland, Philadelphia, Los Angeles, New York, and Seattle, are leading efforts to address violence and behavioral crises through integrated prevention, intervention, and crisis response programs. These initiatives prioritize trauma-informed care, collaboration, and systemic solutions to create safer and more resilient communities. National Examples • Albuquerque, NM – Community Safety Department (ACS): ACS houses multiple responders including mobile crisis team, behavioral health responders, community responders, street outreach and resource responders, community oriented response and assistance responders, violence intervention program. • Harris County, TX – Community Health and Violence Prevention Services (CHVPS) Community Health and Violence Prevention Services (CHVPS) Division uses public health approaches to prevent violence in Harris County and is comprised of two programs — the Holistic Assistance Response Team (HART) pilot program and the Relentless Interrupters Serving Everyone (RISE) program (absorbing the former Community and Hospital violence prevention programs) • Baltimore, MD – Safe Streets: Community outreach workers mediate conflicts and reduce retaliatory violence in high-risk areas. In addition, Safe Streets sites regularly hold events and partner with other community-based organizations to grow relationships with residents, foster a stronger sense of community in site catchment zones, and distribute resources that help address the root causes of violence. READI then offers these men two primary sources of support: an 18-month subsidized, supported job and cognitive-behavioral programming. • Oakland, CA – Department of Violence Prevention (DVP): Funds community-led violence prevention and healing programs, addressing root causes of crime. DVP has a similar Ceasefire model • New York, NY – Crisis Management System (CMS): CMS Deploys credible messengers to mediate conflicts and provides wraparound services for long-term stability. • Collaborative Systems: Partnerships among crisis response teams, violence prevention programs, and social services enhance impact and maximize resources. • Community-Centered Solutions: Engaging local stakeholders builds trust and ensures interventions are responsive to unique needs. • Holistic Support: Tackling root causes like mental health, housing insecurity, and poverty fosters long-term safety and resilience. • Equity-Focused Approaches: Programs for marginalized groups, such as affinity shelters and youth initiatives, promote inclusivity and effectiveness.
