The reclassified positions will be organized to ($473,305) create a stronger foundation for performance and equity across the entire Vibrant Communities service area without new resources. The original positions were created to serve the Parks & Revenue Recommended Total Recreation bureau. Restructuring positions within the Equity and Inclusion team will enhance our ability to lead and support an equity strategy that is responsive to service area wide objectives and General Fund Discretionary ($473,305) organized to better align with citywide equity initiatives. ($473,305) The newly reclassified positions for the Equity and Inclusion team include: Vibrant Communities Equity Policy Analyst II (Shifted from an Analyst III) Vibrant Communities Programs and Strategies Coordinator III (Shifted from a Coordinator II) Vibrant Communities ADA & Language Access Coordinator III (Shifted from an Analyst II) These positions will work in tandem with the DEI Training Analyst II on the Vibrant Communities Support Services Workforce Development Team and the Data Equity Analyst II on the Sustainable Futures team who will round out the Equity and Inclusion team responsible for leading E&I efforts across the service area. Service Impacts

The Equity Policy Analyst II will lead policy research, tracking, evaluation, and coordination across the Vibrant Communities services area. The Policy Analyst will ensure policy recommendations are equitable by supporting teams with integrating equitable research practices and applying an equity lens to their analysis. This role will coordinate policy workgroups with internal and external stakeholders to ensure policies are data-driven, inclusive, and responsive to the diverse needs of communities served by Vibrant Communities. They will also support with tracking, analyzing, and drafting reports on legislative issues impacting the Vibrant Communities service area. The ADA/Language Access Coordinator will lead projects related to ADA Title II and Title VI language access planning and implementation for the Vibrant Communities service area. The coordinator will engage staff and stakeholders to develop and implement systems and procedures that align with citywide Civil Rights compliance standards set by the Office of Equity and Human Rights. The position will also be responsible for developing and managing a system to track and respond to language access needs and ADA accommodations requests across the service area, supporting projects within Vibrant Communities to improve equitable access to programs and service, and identifying systemic barriers and informing policy recommendations to advance Title and Title VI goals and strategies. This Equity Programs and Strategies Coordinator III will lead service-area wide equity initiatives, facilitate partnerships. The Coordinator III will drive collaboration, oversee the development and implementation of new strategies, and ensure that all equity initiatives are aligned with both service area goals and city-wide objectives. The position will also lead strategic planning, development, and coordination of equity projects to align systems and programs across the Parks and Recreation, Arts and Culture, and the Portland Children’s Levy. Equity Impacts The proposed restructuring of the E&I team is designed specifically to enhance our ability to lead and support implementation of equity-driven initiatives across the Vibrant Communities service area and ensure systematic application of the Equity and Anti-Racism Lens. By focusing on streamlined processes, aligned systems, training, and strategic staffing, Vibrant Communities can better advance our shared equity goals and demonstrate our commitment to the City’s Core Values. Equity is essential in our work to create welcoming spaces and opportunities for human connection through recreation, arts, parks and youth programming. By supporting this proposal, the service area will have the capacity needed to lead efforts aimed at addressing inequities impacting historically underserved communities and expanding opportunities for all Portlanders.
