- Staff expect to get some minor complaints from adult/commercial users, some of whom believe that they should receive a subsidized rate or waiver based on certain qualifying attributes. Staff do not believe that rates should still be at or below regional comparable rates and do not have any policy direction to expand the discounted rate programs to groups other than youth and senior.
- Changes to adult/commercial use may decrease the number of hours booked by these groups (many of whom travel to Portland from outside the area), but since our recreational assets are currently overbooked, this may actually increase the number of local youth/senior access points. This would be a net equity benefit.
- The fee increases to youth/senior rates at a lower level are not seen as a barrier to entry by staff and they are still significantly below regional rates and haven’t been raised in five years.
