Between FY 2022-23 and FY 2024-25, Leach Garden Friends received three one-time payments Revenue Recommended Total totaling $1,015,000 as part of a grant program project outlined in their city agreement. Further payments are not easily provided under the current agreement form. Due to a miscommunication General Fund Discretionary ($360,150) between the Property team and Finance team, the sunsetting of the grant -and the expected transition to funding all garden programming with earned revenue from the site – was not reflected in ($360,150) the PP&R financial plan, resulting in an increased budget gap. This package corrects the financial plan. Service Impacts The garden was a private residence and was donated to Portland Parks in 1980. A grass-roots, non- profit organization was quickly formed to work in partnership with PP&R to care for the garden. The original 4.7 acre property has grown to almost 17 acres with adjacent land purchased over the years by PP&R, including a renovated garden. Leach Botanical Garden staff along with volunteers and PP&R staff care for and maintain the property. Leach Garden Friends is the primary site operator, and retains revenues earned for admissions, events, weddings, and tours, providing visitor services to more than 30,000 people per year. A large focus of this site is centered around replenishment of native plant habitat and engaging underserved communities with hands-on learning at one of Portland’s premier botanical gardens. Immediate and long-term impacts of this agreement are not anticipated to change the level of service provided at this site as it was requested by the garden non-profit Executive Director and their Board Members in 2021.
