23,754 - Eliminate PRMS Weekend Electrician, Plumber, and Facility Maintenance Technician Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal eliminates the entire PRMS Weekend Shift Team and therefore PRMS planned External Materials and Services ($9,261) incremental services for all special activities and events. These new positions were approved in the Internal Materials and Services ($9,252) FY 2024-25 budget and funded through internal A&D resources, Parks Levy blend, and new revenue from Real Estate Services-Events and Activations. Personnel ($420,364) ($438,877) This is reducing 1 vacant Facilities Maintenance Technician, 1 vacant Electrician, and 1 vacant Plumber. Revenue Recommended Total Service Impacts General Fund Discretionary ($438,877) In the FY25-26 Budget year, the reduction in the PRMS Weekend Shift will have several immediate ($438,877) effects:

  • Eliminate Weekend Trade Services. The elimination of the weekend shift team will end the Division’s ability to offer professional trade services, including repairs, maintenance, graffiti removal and emergency support for weekend activities and events.
  • Potential Default on Vendor Contract. This Staff elimination creates a higher risk of non- compliance with vendor contracts for weekend events, potentially damaging relationships with event partners.
  • No Special Maintenance Related Projects. Without Staff and EMS, our work to make our parks safer, more welcoming, and better maintained will drop.
  • No Emergency Services for Weekend Activities. The capacity to respond to immediate demands to address failing or faulty infrastructure will not be available. Events may have to be closed.
  • Increase Major Maintenance Backlog. The additional trade capacity for electrical, plumbing, and facility maintenance services during the rest of the week will also be eliminated so our community centers, facilities, and assets will continue to decline more quickly, and our major maintenance backlog will continue to increase.
  • Underfunding the needed PRMS Services further limits the department’s ability to address repairs and maintenance. Equity Impacts Elimination of Employment Opportunities. Eliminating these entry-level positions reduces opportunities for the community members to enter City employment and then grow and learn to expand their potential future career. Decreased Community Events and Investment. This cut also impacts the Bureau’s ability to support Equity in servicing park uses over the weekends including for culturally specific events and programs.
