23,723 - Eliminate all non-PRMS staff training and ability to support special projects Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal eliminates all the Asset & Development Division Manager’s FY25-26 EMS budget External Materials and Services ($41,705) Asset & Development Division (A&D) Administration. ($41,705) This funding is the A&D Staff training budget for the Administrative Team, the Asset Management Revenue Recommended Total Team, the Planning Team, the Capital Growth Team, the Capital Renovation Team, and the Engineering and Construction Team. It also has funded professional licensures in the past such as General Fund Discretionary ($41,705) renewals of Staff as Registered Architects, Landscape Architects, Civil Engineers, and Planners, etc. ($41,705) The reduction also eliminates discretionary funding for Division Manager support of special projects, such as the Tom McCall Waterfront Pathway Engineering Design for the gravel pathway completed this year. Service Impacts In the FY 2025-26 year, the elimination of the entire EMS A&D Administrative funding will cut training for 56 Staff and special project support.

  • Loss of Paid Professional Development. Staff will no longer have access to professional training and creative conference activities, thereby reducing their ability to stay up to date with best practices, regulations, and emerging technologies. This will impact their ability to innovate in their roles. In future years, knowledge gaps will widen, and the Division and Bureau’s ability to keep up with technologies related to the ever-evolving fields of asset management, strategic long-range planning, and the design and management of complex capital projects will diminish over time.
  • Loss of Paid Professional Licensure Certifications. Staff will not be able to renew their licensure or professional associations without paying for it themselves.
  • Service Delay or Cancellation of Special Projects and Strategic Initiatives. A&D will not be able to facilitate or be as responsive to upper management requests to provide the funding and oversight to address constituent complaints that require special projects. Discretionary funding for project support, including key initiatives like the Tom McCall Waterfront Pathway Design, will be removed. This will delay project timelines and may result in the cancellation of critical infrastructure or community engagement efforts
  • Staff Satisfaction Reduction. A&D will show a decline in A&D Staff employee satisfaction. Equity Impacts Reduced Skill Gaps and Reduced Expertise. As staff are not able to receive the professional training outside free classes in City Learner, their development of knowledge, awareness, and expertise in Equity and Anti-Racism will be diminished, therefore not supportive of the City Core Values of Equity and Anti-racism.
