23,706 - Reduce PRMS Apprenticeship/Trainee Program by 2 Carpenter Trainees and 1 Maintenance Mechanic Trainee & General Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal eliminates two Carpenter Trainee positions in structural services, one maintenance External Materials and Services ($313,317) mechanic trainee position in amenities, and the associated EMS and IMS for these positions. All Internal Materials and Services ($40,215) three of these positions are currently vacant. Personnel ($302,879) Service Impacts ($656,411) Delayed Repairs and Maintenance. With fewer staff available to respond to repairs, maintenance Revenue Recommended Total work for activities and events will be delayed. This could result in compromised safety and functionality of park facilities during high-traffic events, increasing the risk of accidents or damage. General Fund Discretionary ($656,411) PP&R’s professional trades program will remain underfunded. By eliminating these trainee positions, ($656,411) the workload on remaining Staff will increase, leading to potential burnout, longer response times, and further strain on already stretched resources. Operational Efficiency Reduced. The elimination of funding for new vehicles and desktop support associated with these positions will further hinder PRMS operational capacity, making it difficult for staff to move tools and materials between job sites and effectively perform their duties. Equity Impacts Elimination of these Trainee Positions Entry Level Opportunity. Eliminating these 3 entry-level positions reduces opportunities for the community members to enter into City employment and then grow and learn to expand their potential future career. Decreased Maintenance Services. This cut also impacts the Bureau’s ability to support equity in servicing park uses over the weekends including culturally specific events and programs.
