23,662 - Move PP&D Nuisance Abatement Costs to Urban Forestry Fund Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Realignment Status: Recommended Package Desc Expense Recommended Total The City’s Bureau of Permitting Development (PP&D) currently receives funding from Urban Forestry Internal Materials and Services ($25,000) to abate nuisance trees when the property owners do not fulfill their maintenance responsibilities. ($25,000) The cost of the abatement is funded by Urban Forestry and then billed to the property owner for reimbursement to the city. Funding comes from the Permitting & Regulation operations budget but Revenue Recommended Total could be funded by the Urban Forestry Fund. This is an unplanned use of the Urban Forestry Fund and will limit ability to make programmatic investments in the future. General Fund Discretionary ($25,000) Service Impacts ($25,000) There are no immediately anticipated service impacts. The Urban Forestry Fund has been critical to forest management since being created in 2015. The fund has allowed Urban Forestry to inventory 25,000 park trees and 260,000 street trees during that time. This work has provided invaluable data on tree location, species, size, and condition. Without this data, UF would not have been able to work with Davey to create a cost estimate and program plan for citywide street tree maintenance, for example. Using the Urban Forestry Fund in this proposal and other potential ongoing uses will limit other future investments. Equity Impacts There are no anticipated equity impacts.
