23,657 - Reduce and Combine Parks Maintenance Zone in East Lands Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal would eliminate 1.0 FTE Maintenance Supervisor I position from SE Zone, which Internal Materials and Services ($21,019) became vacant effective 12/20/24. It would close the maintenance shop associated with this zone Personnel ($293,209) and bring the ten FTE staff to be co-housed at the East Maintenance Facility. The two zones, East and SE would be combined into one large zone with one direct supervisor. This would result in this ($314,228) zone having 16 direct FTE reports, which would be the largest within East Lands. Cost savings would include the salary of the Maintenance Supervisor I, the vehicle costs for the truck assigned to Revenue Recommended Total this position and the potential for savings regarding some tools and equipment. General Fund Discretionary ($314,228) Service Impacts ($314,228) This would result in a direct reduction in supervisory support to staff. There may be some efficiencies gained in increasing the size of the crew, although the portfolio would also increase in size. The feasibility of this proposal is directly related to the elimination of the Utility Worker crew that is included in proposal LS 012 (Instance ID #23611), Eliminate Utility Worker Crew. As this will reduce the reporting number of staff by five for East Lands, it offers the opportunity to make a large but manageable staff and portfolio. This would also require some minor adjustments to portfolio boundaries, shifting the maintenance of a few parks on the margins of this zone to adjacent teams in South and Northeast. Equity Impacts This large team may be better able to address the needs of the underserved populations within this zone. Both East and SE Zones are comprised of some of the most excluded and institutionally oppressed members of our community, and we may be able to better serve those communities through a large team that can accomplish more major maintenance together. However, this is an untested model and may result in a decrease in service to this vulnerable population.
