23,656 - Reduce Personnel on Land Stewardship Admin Team Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal will reduce 2.0 FTE positions in Land Stewardship: the Analyst II and the Office Internal Materials and Services ($5,112) Support Specialist III positions. The reduction in force proposed will reduce administrative capacity to Personnel ($288,387) support Land Stewardship operations, budget preparation, monitoring and analysis, performance metric analysis, business processes, workflows, purchasing, invoicing, time keeping, and strategic ($293,499) projects. Revenue Recommended Total Service Impacts General Fund Discretionary ($293,499) The Land Stewardship Analyst supports a coordinated and strategic effort to prepare and monitor ($293,499) budgets for the division, provides project support, and helps create performance metrics and measure performance. Eliminating this position will reduce capacity and support for these efforts. It will limit capacity to achieve the following:

  • Facilitate on-site reviews, manage and analyze data, and create reports for park maintenance reviews.
  • Provide support for the PCEF-funded Transition to Electric Landscaping Equipment project.
  • Collaborate with the financial analyst to ensure the division budget meets expected outcomes. The Office Support Specialist III performs data entry, including payroll, maintains records and documents, schedules meetings, assists with financial workflow, such as processing invoices, supports events and event registrations, and processes and distributes mail. Land Stewardship will need support from other roles if this position is eliminated. Equity Impacts The Analyst II has responsibility to utilize an equity lens in the analysis of the division performance and strategic planning as well as assisting with creating, implementing, and documenting equitable solutions. The position applies an equity lens in the collection, evaluation, and interpretation of complex data to inform decision-makers and achieve equity goals and outcomes. Without an Analyst II, other positions will need to absorb this work and perhaps adjust their workplans to help the Bureau achieve this approach.
