23,651 - Eliminate CSA II Position Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal will eliminate funding for the Land Stewardship Administrative Aide (Community Personnel ($34,649) Service Aide II) position. The proposed reduction in force will limit capacity to perform park ($34,649) maintenance reviews, which assess basic maintenance of our parks, and it will impact livability due to decreased capacity for portable toilet management and vendor accountability. Revenue Recommended Total Service Impacts General Fund Discretionary ($34,649) Eliminating this position will reduce park maintenance reviews by 60% and decrease our ability to ($34,649) consistently provide clean and available portable restrooms in parks. Portable toilets are placed in parks for seasonal permitted events, short term events, programming, long term maintenance work, and when additional access to restrooms is needed in parks. Eliminating the Land Stewardship Administrative Aide position will impact our ability to effectively manage the ordering, placement, and management of portable toilets across PP&R. Not having this position will also limit our work to audit invoices from portable toilet vendors to check for accuracy in billing. Equity Impacts Community feedback from areas with higher equity scores suggests a perception that parks do not receive equitable care. Healthy Parks, Healthy Portland listening sessions specifically call out a community request for more equity in cleaning and maintaining parks. We are addressing this concern by implementing park maintenance best practices across the system to establish consistent expectations for levels of care (regular basic maintenance). We are also assessing the conditions of park features with park reviews in each zone. This proposal eliminates a position that helps the Bureau evaluate the results of regular maintenance and the asset conditions in parks across the system, and address discrepancies that may come to light, prioritizing work in parks with higher equity scores. Eliminating this position reduces the Bureau’s ability to assess whether or not parks are being cared for equitably and to use that data to make operational changes that provide more equitable care.
