23,649 - Decrease Downtown & NW Loo Cleaning Contract Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Not Recommended Package Desc Expense Recommended Total This proposal reduces the Downtown/NW restroom cleaning contract with Rapid Response Bio External Materials and Services $0 Clean, Inc. from two cleanings to one per day for the restroom facilities at nine parks in Downtown $0 and Northwest Portland. The parks with operating Portland Loos include Couch Park, North Park Blocks, Jamison Park, the Bus Station Loo (501 NW Glisan St), and The Fields Park in NW, as well Revenue Recommended Total as South Park Blocks, Waterfront Park at SW Ash, and Waterfront Park at SW Taylor in SW Downtown. Additionally, there are two restrooms at South Waterfront Garden. Currently, Rapid General Fund Discretionary $0 Response is contracted to clean these locations once in the morning (between 5:00 AM and 9:00 AM) and again in the afternoon (between 3:00 PM and 6:00 PM). This package reduction will go into $0 effect September 1, 2025. Service Impacts This proposal removes a second restroom cleaning per day at nine loos and restrooms in Downtown SW and NW Portland. It decreases basic maintenance and operations. It decreases support for City’s livability and economic recovery goals. It reduces access to clean restrooms, leaving graffiti, trash, hazards, and toilets with potentially unsanitary conditions in the afternoon until the following morning. Equity Impacts This proposal reduces loo services to nine parks in Downtown and NW Portland and will negatively affect experiences of park visitors from diverse populations, communities of color, seniors, teens, immigrants and refugees, people living with disabilities, households experiencing poverty, and houseless individuals, especially those in affected parks in Downtown and NW Portland.
