The Internal Materials and Services ($50,000) Bureau has been mailing copies to all households that have had a transaction in the registration ($50,000) software for the prior two-year period. Recreation is transitioning to an opt-in process for the combined guide to be mailed to an address. Notification began in Spring of 2024 and implementation Revenue Recommended Total of the change will occur by Spring of 2025. Portland Parks and Recreation expects at least a 75% reduction in postage costs with the change in operation for the combined guide. Recreation will General Fund Discretionary ($50,000) maintain 100% of the customer mailing for the Adaptive and Lifelong Recreation activity guides. ($50,000) Service Impacts The Bureau will learn through participation in the opt-in sign up what the true interest level is. Portland Parks and Recreation anticipates no more than 25% for the combined guide. The Bureau is waiting to make changes to the Lifelong Recreation and Adaptive Recreation guides to see how this change might impact access for older adults and those with disabilities. Depending on feedback and engagement with these communities, mailed print guides may shift to an opt-in for these communities in out years. Equity Impacts The reduction in the mailing of print guides addresses inequities in access to information about services and aligns with core values of anti-racism, equity, transparency, and fiscal responsibility. The intentional shift in reducing print guide production quantities for those that are already connected to PP&R provides more resources to bring outreach to communities that have been underserved and not yet connected. More Portlanders have access to mobile technology and more robust activity information in now available on online platforms. Current customers retain the opportunity to opt-in to receiving a mailed guide and can pick them up at PP&R facilities. To ensure continuity of resources and reduction of barriers, announcements have been included in the editions of the print guide and a postcard was mailed directly to customers with the opt-in information.
