23,636 - Eliminate Camp Programs Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This package would eliminate the annual summer camp programs hosted across Portland Parks & External Materials and Services ($43,350) Recreation’s ten community centers. Savings would result from a reduction of casual staff, as well as Personnel ($1,248,314) EMS & IMS funds needed to operate this systemwide program. This is an ongoing reduction that is being ‘bought back’ for 2025 in order to ensure continuity across fiscal years and to allow summer ($1,291,664) hiring to continue during the decision-making process. This reduction will go into effect September 1, 2025. Revenue Recommended Total Service Impacts Charges for Services ($419,987) General Fund Discretionary ($871,677) This budget package would result in the elimination of the youth summer camp program, currently provided at ten locations through five regional community centers (Southwest CC; East Portland CC; ($1,291,664) Charles Jordan CC; Matt Dishman CC; Mt Scott CC) and five neighborhood/specialty centers (St Johns CC; Peninsula Park CC; Woodstock CC; Montavilla CC; Multnomah Arts Center). Summer 2024 provided camps to 6,949 registered participants. The implementation of this package reduction beginning in summer 2026 would eliminate a Portland Parks provided summer camp option to future participants, many of whom participate in the summer camp program as an alternative to needed day care during the out of school summer months. As these camps are set in widespread neighborhoods across the city and offered at an affordable price with options for additional discounts, families experiencing financial hardship or constraints would face barriers regarding close access to summer camp programs and an ability to pay for more costly alternative camps for their children. Equity Impacts Eliminated resources required for operation of the summer camp program, (that provides a valuable program and service to those systemically oppressed communities within the city), will create additional barriers for families in these populations needing affordable youth options through the out of school months within their local neighborhoods. Established relationships and trust with these communities will also be impacted through this budget reduction. This package would create a shift in Portland Parks & Recreation’s prioritization of equity, as the impact to prioritized communities would be greater than that to communities who have the ability to register for and transport youth to other more costly options which may be located at a greater distance and higher cost than that provided through the current PP&R summer camp program.
