23,630 - Implement Preschool for All Program Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Non-GF Addition Status: Recommended Package Desc Expense Recommended Total Portland Parks and Recreation operates nine educational Portland Parks Preschool program sites External Materials and Services $170,000 that will be aligning with the Multnomah County Preschool for All model and receiving full funding Personnel $1,243,141 beginning FY 2025-26. Preschool for All connects 3-5-year-olds to free, culturally responsive, inclusive preschool. In addition to the stable funding benefits that eliminate general fund and levy $1,413,141 support of the program, the Preschool for All model will help us to reach communities the Bureau is working to center and provide access to additional resources and funding for staff development, Revenue Recommended Total inclusion supports, and program operations. Charges for Services $2,413,141 The current PP&R program offers half day preschool and pre-kindergarten classes and the new General Fund Discretionary ($1,000,000) model will provide a 6-hour program for children age 3-5. In the new model, current vacancies will be used to increase all part-time lead teacher positions to full-time positions. Casual preschool aide staff $1,413,141 will continue to provide classroom aide support. The program will move from offering half day programs that could serve up to 250 children to full day preschool classrooms that will provide deeper service for 154 students. There will be 11 classrooms located at nine locations. Classes will have up to 14 children each. The registration process will be handled through Multnomah County Preschool for All program. Students attending preschool this year that would like to return next year will be able to do so. Service Impacts Portland Parks and Recreation expects to continue at a similar level of service. Preschool For All has asked if the Bureau can find any additional locations to offer the program. If additional locations become viable, the Bureau may be able to expand service. Preschool For All provides effective funding for operations and also has additional funds that can be requested for program start-up, staff training and development, and even remodeling and improvements to physical structures. These funding benefits could be leveraged to improve PP&R facilities over time. Equity Impacts Applying the Preschool For All model and available supports to educational preschool programs in Recreation will build more welcome, safer, and inclusive classrooms, increase respect and empathy for differences, address inequities and improve outcomes, and increase the Bureau’s reach to systemically excluded and institutionally oppressed communities. Preschool For All provides free access and prioritizes registration access based on identifiers that have had the least access to quality preschool education. This change aligns with all City Core Values including anti-racism, equity, communication, transparency, collaboration, and fiscal responsibility core values.
