23,628 - Restructure PWB/PPR Fountains IAA Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Non-GF Addition Status: Recommended Package Desc Revenue Recommended Total The City’s 17 decorative and interactive fountains are the Water Bureau’s assets, but the Park General Fund Discretionary ($374,762) Bureau has provided daily and preventative maintenance since 2015. Interagency Revenue $374,762 The agreement has been that PPR fountain staff would provide the work, and the WB would provide $0 the funds. However, in FY 2022-23 the WB only provided 81% of the funds needed to operate the fountains. This partial funding model has continued and even with efficiencies created by PPR, the difference between actual operating expense and interagency funds still exists. PPR is asking the WB to increase interagency funds to pay for the actual costs of the daily maintenance of the fountains. Service Impacts Without receiving full cost recovery from the Water Bureau for the fountains agreement there would be further impact to Parks’ general resources that have been paying for the shortage for the past three years. Equity Impacts Subsidizing the operation of Water Bureau fountains results in reduced levels of service for all other Parks & Recreation services.
