Revenue Recommended Total This package reduction will go into effect September 1, 2025. Charges for Services $0 Service Impacts General Fund Discretionary $0 By shortening the operation hours, multiple pool programs will be impacted, displacing hundreds of $0 swimmers of all ages. An early closure would cancel one hour of lap swim, one water fitness class, the Portland Aquatic Club (USA swimming team) practice and all swim lessons during high school swim team season (November-February) at each of the 4 indoor pools. Closing PTC early would displace teens and adults, as evening hours are when many adults and teens are available for mixers, clinics, and drills. Equity Impacts Drowning remains the number 1 cause of injury-related death among children one to four years old. More than 60% of African American children cannot swim and black children are almost 6 times more likely to drown in a swimming pool than white children. Swim lessons can help reduce the risk of drowning by 88% according to the USA Swimming Foundation. Reducing the opportunity to swim maintains or widens the racial disparities. Tennis participation nationally has seen dramatic growth among diverse populations, including a 90 percent increase over the last 3 years with the Hispanic/Latino population and 46% with Black population. The staff at PTC have partnered with KIds N Tennis to bring free and reduced tennis lessons to the African American community. PTC has expanded their program to be more accessible including offering tennis lessons in languages other than English. Reducing hours would reduce opportunities to outreach to underserved communities.
