23,614 - Reduce SW Zone EMS Budget Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal will result in a decrease in the External Materials and Services budget in the SW Zone External Materials and Services ($15,435) cost center associated with West Lands. ($15,435) Service Impacts Revenue Recommended Total These funds are used to contribute to project costs of small, non-capital improvement projects such General Fund Discretionary ($15,435) as Dog Off-Leash Area (DOLA) improvements, the purchase of supplemental plants and materials such as rock and fencing to enhance horticultural beds and reduce the amount and frequency of play ($15,435) chip and playground feature replacement. Over time this will result in a reduction in the safety of our park amenities particularly for children, a degradation of the visual aesthetic of the space and contribute to an environment that does not feel well cared for or safe. These smaller important improvements also help extend the life of amenities and help address maintenance issues that unaddressed contribute further to the large body of deferred major maintenance needs. It will also reduce the purchase of tools and equipment to complete park maintenance work in efficient manner. Equity Impacts Equity Impact Parks in more resourced areas have historically worked to fund disparities that exist in the system. This fills a gap in parks near more affluent neighborhoods, but this same base will not be available to address needs in neighborhoods and parks that do not benefit from Friends and Partner organizations capable and resourced to fundraise. With diminished PP&R investment, disparities will occur and impact lower income, marginalized communities at a disproportionate rate.
