23,610 - Reduce East Land Zones EMS Budget Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal will result in a decrease in all External Materials and Services budget in each of the External Materials and Services ($246,960) cost centers (five zones and Admin budget) associated with East Lands. ($246,960) Service Impacts Revenue Recommended Total This will reduce our ability to complete small, critical, non-capital improvement projects within parks. General Fund Discretionary ($246,960) Examples include addressing stormwater violations from runoff from DOLAs, addressing playground area safety concerns, maintaining horticultural assets and improving facilities such as parking lots ($246,960) and access systems. It will also impact the purchase of play chips, and other park maintenance materials. It will reduce the purchase of tools and equipment to complete park maintenance work in efficient manner. Equity Impacts Parks in more resourced areas have historically worked to fund disparities that exist throughout the system. This will help fill a gap in more affluent parks such as Mt. Tabor, Washington Park and others but this same base will not be available to address need in neighborhoods and parks that do not benefit from Friends and Partner organizations capable and resourced to fundraise. With diminished PP&R investment, disparities will occur and impact lower income, marginalized communities at a disproportionate rate.
