23,609 - City Nature Programming Reduction/Elimination Service Area Vibrant Communities DCA Sonia Schmanski Bureau Name Portland Parks & Recreation Director Adena Long Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposed budget cut package would eliminate nearly all funding for Casual staffing in the PP&R External Materials and Services ($30,000) Environmental Education work group (approximately 108 positions) and would eliminate 1.0 FTE in Internal Materials and Services ($48,000) the Community Gardens work group. This package reduction will go into effect September 1, 2025. Personnel ($1,041,572) Service Impacts ($1,119,572) Most PP&R Environmental Education programs will be eliminated, including Nature Day Camp, Teen Revenue Recommended Total Nature Team, Internships and the popular workforce development program Youth Conservation Crew. These cuts will reduce Land Stewardship’s and Urban Forestry’s ability to meet maintenance Charges for Services ($100,000) goals in associated focus areas, including trail work, tree care and community gardens care. It would reduce PP&R’s ability to meet multiple Levy goals based on youth access to nature and garden, tree General Fund Discretionary ($1,019,572) and natural area care. It will eliminate PP&R’s ability to provide nature-based summer day camp for ($1,119,572) families and our ability to help provide paid work opportunities in the natural resource field to diverse teens and young adults. Impacts of this proposal would be felt by the 25 community partners who collaborate with the PP&R Environmental Education Program, as well as internal partners like Recreation and Urban Forestry Divisions and the Community Gardens program. Equity Impacts Elimination of Casual staffing for PP&R Environmental Education program would impact PP&R’s ability to deliver core services and a key commitment in the Portland Parks Levy, opportunities for communities of color and children experiencing poverty to connect with nature. Elimination of 1.0 FTE in the Community Gardens program will impact PP&R’s ability to maintain those facilities, which serve diverse populations including communities of color, seniors, teens, households experiencing poverty, immigrants & refugees, & people living with disabilities. These two programs in City Nature (Environmental Education and Community Gardens) do regular work to disaggregate power and allow for more pathways for the BIPOC, refugee, immigrant, and multilingual communities and staff to impact change and have their voices heard more effectively. They also work in community with more than 25 non-profit and community partners in culturally responsive and culturally relevant ways. Reductions to these programs specifically will impact PP&R’s ability to demonstrate the City Core Values of Equity, Anti-Racism, and Collaboration.
