Without further General Fund support, these programs Personnel $0 are scheduled for reduction. These reductions are in addition to the $37.9 million GTR funding shortfall. $0 Service Impacts Revenue Recommended Total Entertainment District - $100,000: Covers the costs associated with permitting work for street Fund Transfers - Revenue $0 closures over 26 weekends of the entertainment district in Old Town. Closure of the streets is a Miscellaneous Fund Allocation $0 component of the City’s effort to revitalize Old Town and promote economic recovery as well as providing safe streets for people to walk on without vehicle traffic. $0 Impact Reduction Program - $807,502: Covers about 13% of the interagency costs to PBOT for the impact reduction program. The program provides garbage removal, hygiene access, resource referral and job opportunities – and removal of campsites that pose the highest risk to health and safety. Public Plazas - $700,000: Supports three positions and materials costs for the plaza program. The program partners with business districts, local businesses, non-profit organizations, and community organizations to support Public Street Plazas in neighborhoods throughout Portland. Originally developed in response to COVID-19, this effort builds on PBOT’s Healthy Businesses Permit Program where PBOT and community partners worked together to repurpose streets for public space to benefit both businesses and the community. Safety Improvements - $1,400,000: Covers $400,000 reduction in Cannabis Fund resources made in FY 2024-25 and invests $1M in resources that support safety improvements such as emergency infrastructure to support safe travel access to shelter sites, no right turn on red intersection improvements, Rest in Red technology on high crash corridors, Vision Zero outreach materials, and other targeted improvements on high-risk segments of the High Crash Network and priority areas (e.g. turn calming, rumble strips, vision clearance, raised pavement markings). Equity Impacts The additional resources will broadly improve livability and safety for all Portlanders.
