A reduction in contract services have allowed for enough budget to be available to Personnel $135,300 increase the staffing to support the work of Portland Committee on Community-Engaged Policing. $0 Service Impacts Under the Settlement Agreement, PCCEP is required to engage with a broad cross-section of the community. Based on internal assessments from PCCEP membership and external assessments from entities including City Council, PCCEP is not currently meeting this requirement. Dedicated staff will allow PCCEP to perform outreach and community engagement to an extent that satisfies compliance requirements. It should be noted that the Settlement Agreement states that “The City will [...] provide staff support and funding for community organizing/outreach.” Equity Impacts PCCEP was designed to “leverage the ideas, talent, experience, and expertise of the community […] to achieve the goals of Constitutional policing,” yet we do not have capacity to engage with the broader community. The Settlement Agreement specifically identifies communities of color and people experiencing mental illness as being central to this process. PCCEP requires staff to ensure communities with different levels of access can equitably engage with our work.
