This External Materials and Services $26,152 decision package is an addition request for a Coordinator III position to support Alert & Warning Personnel $173,848 obligations in an ongoing capacity. The City owns a responsibility to issue alerts and warnings with known existing gaps that are not addressed. The bureau had in-house expertise in another position $200,000 that was eliminated to meet budget constraints that shed light on this gap. Revenue Recommended Total Service Impacts General Fund Discretionary $94,000 Funding this position would allow the City to meet the minimum standards for the Alert and Warning General Fund Overhead $106,000 program, to help ensure life safety communications during emergencies. $200,000 Equity Impacts This service aims to enhance emergency communication with the houseless population, who often lack access to traditional public information channels but typically have access to cellular devices on which they could receive emergency and lifesaving messages. With additional funding, multilingual outreach and messaging can be expanded and improved. Currently, the program faces limitations due to unbudgeted costs and an unsupported workload. Existing contract support is funded through expiring, reallocated, one-time resources.
