23,741 - PPB 5% Reduction Service Area Public Safety DCA Mike Myers Bureau Name Portland Police Bureau Director Bob Day Funding Type Name Reduction Status: Not Recommended Package Desc Expense Recommended Total The Portland Police Bureau received $8.85M in one-time funding in FY2024–25 to maintain current Personnel $0 levels of service. During the budget concept phase of the FY2025–26 budget, the Police Bureau $0 requested $10.75M to provide ongoing funding for the body-worn camera program and maintain current level of service. Without those resources, the Bureau would need to abolish its specialty Revenue Recommended Total missions and severely reduce the backfill overtime it is currently using to attempt to meet minimum staffing goals in Precinct Patrol. With a further cut of $12.8M, the Bureau would need to make General Fund Discretionary $0 extensive changes to its existing program offers and operations to be able to prioritize emergency response. Likely results would include a severe reduction of overtime, abandoning the crime $0 reduction plan, dissolving specialty units, and collapsing available sworn staff to patrol efforts. Additionally, some number of officer vacancies would be abolished. Service Impacts Cuts to public safety staffing and resources risk exacerbating response times and existing staffing shortages, which take years to overcome, and increase the likelihood of adverse outcomes in emergencies, particularly in underserved neighborhoods. Equity Impacts These proposed budget cuts will have significant repercussions on Portland's most vulnerable communities. These cuts not only compromise the ability to achieve strategic goals such as improving response capabilities and strengthening prevention and recovery efforts, but they also hinder progress toward equitable outcomes and community resilience.
