This means this cut would not only eliminate any proactive planning, it Personnel ($182,494) would also impact operations. Training would become less accessible and tailored, forcing staff to rely on generic, external offerings that do not align with Portland's specific systems or emergency ($182,494) needs. Fewer staff would be trained together on City-specific systems, weakening team cohesion and effectiveness during emergencies.
