23,596 - 096: PX PCCEP 8% Reduction Service Area Public Safety DCA Mike Myers Bureau Name Office of the Public Safety DCA Director Mike Myers Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This proposal reduces the Portland Committee on Community-Engaged Policing’s (PCCEP) External External Materials and Services ($46,537) Materials and Services (EMS) budget. PCCEP, an independent group of 13 community members, ($46,537) assesses the implementation of the DOJ Settlement Agreement and facilitates community input on Portland Police Bureau (PPB) policies and practices. The budget reduction impacts PCCEP's Revenue Recommended Total capacity to fulfill its mandate for community engagement as outlined in the Settlement Agreement. General Fund Discretionary ($46,537) Service Impacts ($46,537) The reduction compromises PCCEP's ability to engage with a broad cross-section of the community, a critical requirement of the DOJ Settlement Agreement. The loss of resources limits outreach efforts and reduces support for organizing and engagement activities. Current staffing levels are insufficient to meet the engagement compliance standards, resulting in diminished community input and oversight of PPB policies and practices. Equity Impacts Reducing PCCEP’s budget undermines efforts to build trust and foster inclusive engagement with historically marginalized communities disproportionately affected by police practices. The inability to meet engagement requirements risks alienating these communities, exacerbating existing inequities, and hindering progress toward equitable and just policing practices.
