Reduction of position will impact the City's ability to have prepositioned Personnel ($179,100) training and support services for traditional emergency sheltering, such as following a major fire or ($179,100) other incident. PBEM would lose pre-planning necessary for response to emergency activations including public health incidents, after coming out of the pandemic. Revenue Recommended Total Service Impacts General Fund Discretionary ($84,177) Cuts FTE tied to mass care and sheltering and public health coordination. PBEM would lose the only General Fund Overhead ($94,923) remaining FTE dedicated to managing this program and it would have to be completely turned over ($179,100) to the County. This cut would reduce overall staffing below the level needed to maintain the 24/7 Duty Officer program, weakening our emergency response capabilities. Equity Impacts Eliminating this position would disproportionately harm Black, Indigenous, and other People of Color (BIPOC) and underserved communities by directly impacting mass care and sheltering, as well as public health coordination. This cut would eliminate the last remaining FTE dedicated to managing these critical programs, forcing the work to be completely turned over to the County. Such a shift would not only reduce the city’s ability to provide timely and equitable emergency services but also weaken the 24/7 Duty Officer program, which is vital to maintaining effective emergency response capabilities. These programs are essential for supporting individuals experiencing homelessness— who are disproportionately represented among BIPOC and historically disadvantaged groups—and ensuring their safety during emergencies. Reducing staffing below the necessary level would exacerbate existing inequities and leave vulnerable populations at even greater risk during crises.
