Key Outcomes and Benefits Implementing the recommendations in this memo will ensure Portland Street Response (PSR) and Community Health Assess and Treat (CHAT) continue to deliver critical, compassionate services while providing City Council with a scalable model for investment. These programs have already demonstrated their ability to reduce reliance on traditional emergency services, alleviate pressure on hospitals, and improve outcomes for vulnerable Portlanders by addressing mental health crises, substance use challenges, and low-acuity medical needs. By securing stable funding, strengthening workforce capacity, and enhancing operations, PSR and CHAT will be positioned to expand their services — moving toward 24/7 coverage for PSR and seven-day operations for CHAT. Council can choose to scale these programs upward in alignment with community demand, maximizing their impact and cost-effectiveness over time. Investing in these proven, innovative models will not only create a more equitable and responsive public safety system but also yield long-term savings, improve resource allocation, and build trust by meeting Portland’s evolving needs with compassionate, trauma-informed care.
