Introduction 1 In the fiscal year 2024-2025 adopted budget city council directed Portland Street Response and CHAT to develop a memo outlining the mission, scope, and staffing models of these programs. This memo outlines the work, recommendations, and funding sources, and will be submitted to the City Administrator in February 2025. Program background/context The Portland Street Response (PSR) and Community Health Assess and Treat (CHAT) programs were created to address different, yet complementary, aspects of public safety and community health in Portland. Both programs reflect a needed evolution in City emergency response to reflect evolving community circumstances and concomitant service expectations. The service provided is intended to provide more comprehensive care and reduce strain on traditional response services in Portland Fire & Rescue and Portland Police Bureau.
