Appendix 1: Portland Street Response (PSR) M ISSION Portland Street Response is a compassionate, trauma-informed first response agency. We address mental and behavioral health crises, as well as non-emergency situations involving vulnerable populations. V ALUES

  1. We strive to uplift the dignity and worth of all community members by providing a timely response and high-quality, professional service.
  2. We optimize our ability to serve the public by working collaboratively with community partners and crisis care continuum providers.
  3. We operate within a trauma-informed care framework, recognizing that adverse life experiences, including trauma from health systems and the carceral system, create significant barriers for individuals seeking the services and resources needed to thrive in the community.
  4. We aim to enhance the health and safety of the entire community by alleviating the workload of traditional first responders. GOALS
  5. Resolve immediate crisis through multidisciplinary care and resource/service connection.
  6. Provide timely follow-up to ensure patient stability in the community and reduce the likelihood of future crisis.
  7. Engage in community outreach, engagement, and education to disrupt cycles of crisis. S COPE
  8. Tailored Response: Provide specialized responders equipped to handle mental health, behavioral health, and non-emergency medical situations, ensuring that each call receives the most appropriate and empathetic care.
  9. Community Collaboration: Engage with local service providers, community organizations, and stakeholders to integrate our efforts into the broader public safety ecosystem, fostering trust and support within the community.
  10. Community-Centered Crisis Response: Focus on addressing non-violent, non- criminal crises, providing specialized care to people in crisis while allowing law enforcement to concentrate on higher-priority criminal issues.
  11. Comprehensive Care Continuum: Work within a continuum of care by connecting individuals to appropriate services and support networks, addressing underlying causes and promoting long-term well-being.
  12. Ongoing Evaluation: Continuously assess our performance through data-driven metrics, adapting our approach to meet the evolving needs of the community and to enhance the effectiveness of our response.
