Background and Context: Gun Violence in Portland surged, as it did across the nation, from mid-2020 through 2022. Figure 1 displays the twelve-month rolling average for firearm homicides nationally and in Portland from 2019 through September 2024. Figure 1 From 2019 to 2022, firearm homicides in Portland increased by 230% (from 23 to 76), non-fatal injury shootings rose by 251% (from 76 to 267), and total shooting incidents grew by 217% (from 413 to 1,309). Black Portlanders, who comprise 6.5% of the population, have been disproportionately affected, accounting for over 40% of gun violence victims. Analyses by national experts, including the National Institute for Criminal Justice Reform (NICJR) and the California Partnership for Safe Communities, found that group or gang involvement was a factor in roughly 50% or more of gun homicides and shootings from 2015-2021. These findings informed NICJR’s recommendation for implementing a CVI strategy that focuses programming and resources on the highest risk individuals driving gun violence, namely young Black and Brown men who associate 1 with or are actively involved in gang/group/crew activities . Overview of the Community Violence Intervention strategy Portland developed a data-driven community violence reduction strategy informed by national CVI subject matter experts and based on explicit theories of change:
- A plurality of firearm homicides and injury shootings in Portland are gang/group/crew involved, and a relatively small number of people are at high-risk of being victims or perpetrators of these crimes. Focused intervention with these people, that may include services or enforcement can reduce violence. 1 The California Partnership for Safe Communities has conducted two analyses of shootings and homicides in Portland, referred to as “Problem Analyses,” the first covering the 2015-2019 time period and second covering 2019-2021. Both Problem Analyses indicate that Black Portlanders represent roughly 40% of victims and suspects of homicides and 50% of victims and suspects of injury shootings. Additionally, both analyses concluded that group or gang members were involved in roughly 50% or more of gun homicides and shootings over the time periods analyzed. The Problem Analyses defined “high-risk” individuals as: males, aged 18-44, with 5-8 previous arrests, associated with or active group involvement, have been previously shot, socially connected to recent (past 6-months) shooting or homicide victim, and having prior criminal justice system involvement (including felonies and prior probation or post-prison supervision). 2
