23,789 - City Operations - 311 Program & PCEF Customer Service Collaboration Service Area City Operations DCA Sara Morrissey Bureau Name Office of City Operations Director Sara Morrissey Funding Type Name Recognizing PCEF Revenue Status: Recommended Package Desc Expense Recommended Total This package would allocate $328,760 of funding from the Portland Clean Energy Fund (PCEF) to External Materials and Services $37,298 the 311 Program for 1.5 FTE Customer Service Representative I positions, 0.25 FTE Supervisor I, Personnel $291,462 and 0.25 FTE Coordinator II. The 311 program would provide information, intake, and customer service for PCEF-funded City programs which is anticipated to result in approximately 15,000 time $328,760 intensive contacts to 311 per year. The 311 Program would also support PCEF-funded programs in designing and implementing online application functions on Portland.gov. The funding will continue Revenue Recommended Total for the duration of PCEF programs and will be reviewed annually based on actual and projected contact volumes. Interagency Revenue $328,760 $328,760 Service Impacts This request would provide the 311 Program with staff capacity to serve as a central point of contact for community members who wish to apply for new or expanded PCEF-supported services online, over the phone, or in-person. It would provide funding for direct customer service as well as improvements to online forms and backend workflows to make intake, routing, and resolution of requests more efficient. Equity Impacts The 311 Program’s easy to access phone number and email, 7 day-a-week operations, in-person services and language access services would improve accessibility for all community members, including those with disabilities, limited English proficiency, or limited internet access.
