It requires the Deputy City Administrator for Revenue Recommended Total Budget and Finance (DCA) to contract with a consultant to provide revenue generation estimates, or administrative cost estimates, or both, for all new tax and fee proposals (Ballot Measures) presented General Fund Discretionary $50,000 to Portland voters. The DCA may delegate this activity to the Revenue Division. $50,000 The resolution applies to all Ballot Measures whether referred by Council and circulated by Initiative Petition. Estimates must be obtained prior to any Council action for referring a Ballot Measure. If a City bureau or service area proposes the Ballot Measure, that bureau or service area may be responsible for the costs; however, initial budget appropriation will reside within Budget & Finance as the area responsible for administration of the Resolution. The DCA is authorized to offer a chief petitioner an agreement to contract with an external consultant to develop a revenue generation estimate of an Initiative Petition. The City and the chief petitioner will each pay half the cost. The City’s contribution is limited to $25,000 for each Ballot Measure. Obtaining these revenue and cost estimates in a timely manner is important. Having funds available will allow the DCA to contract with one or more consultant(s) on an “as needed basis” to facilitate timely estimates. It is possible to see one or two Initiative Petition Ballot Measures in a year. Therefore, a $50,000 allocation to the Revenue Division budget is requested in the event it is needed to comply with Resolution 37664. Service Impacts N/A Equity Impacts Providing the analysis required by Resolution 37664 will provide additional information to Portlanders regarding impacts of new tax or fee proposals.
