23,711 - Small Donor Elections 8% Reduction Service Area Budget & Finance DCA Jonas Biery Bureau Name Special Appropriations Director Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total Reduction of $113,909, which is an 8% cut to the CAL Target. This will partially be absorbed by Personnel ($113,909) reducing staff costs by relying less on casual staff to help process contributions and conduct the ($113,909) internal audit and using Grants Management staff to help support these functions. Some of this will require a reduction in matching funds available. Revenue Recommended Total Service Impacts Fund Transfers - Revenue ($113,909) Work that has been completed by casual staff will have to be absorbed by the team that supports ($113,909) Special Appropriations which is where Small Donor Elections is budgeted. Any funding in addition to expense for casual staff will be a reduction to matching funds for the 2026 election cycle. Without funding to support matching funds, the program may have to reduce match caps (depending on projected participation). Equity Impacts The Small Donor Elections program works to ensure that all voices are heard in our democracy, from being able to run for office to elected officials being accountable to all Portlanders. If match caps have to be lowered, the program goals of equity in our democracy and in our government may be negatively impacted.
