23,606 - Special Appropriations 5% Reduction Service Area Budget & Finance DCA Jonas Biery Bureau Name Special Appropriations Director Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total Special Appropriations are primarily used for General Fund expenditures that are not specific to a External Materials and Services ($349,691) bureau and often provide citywide benefit. The Special Appropriations program provides ongoing Internal Materials and Services ($7,623) grants to non-city agencies/organizations, funding for some internal city programs, city contracts/ IGA’s and one time funding for outgoing grants. ($357,314) Special Appropriations has 16 programs that are eligible for the proposed cut scenario. The 16 Revenue Recommended Total programs consist of 5 internal programs and 11 external programs. The current budget projection for the 16 programs is $3,352,949. We are proposing a 5% cut across 13 of the programs and a General Fund Discretionary ($346,164) 25% cut for the Black Youth Leadership program which will align the budget with the annual General Fund Overhead ($11,150) spending for this program. Total proposed cut to Special Appropriation is $357,314. ($357,314) Service Impacts No impact to staffing. The operational support for this program is provided by the Grants Management Division. The program is primarily outgoing grants. The reduction will decrease the amount of funds awarded through annual grant programs. Equity Impacts The reduction will decrease the amount of funds our external partners receive annually through the City’s Special Appropriations Outgoing Grants. Organizations that will receive cuts to their annual funding are, All Hands Raised, Rose Festival, Future Connect, MFS/Cash Oregon, Restorative Justice, Village Market, VOZ, East Portland Action Plan and Black Youth Leadership.
