This request reflects the mayor’s commitment to end unsheltered homelessness in Portland, which is estimated to cost approximately $52.3M over two Revenue Recommended Total fiscal years (through FY 26-27). The $28.1M request includes: General Fund Discretionary $28,147,920 $15.3M for nighttime emergency shelter $28,147,920 $11.9M for Day Center (one per district) $864,000 for Storage Unit Facilities (one per Council district) City employees are exploring all potential budget opportunities to fund this shelter package. The Mayor and his team, along with Portland Solutions staff, are actively lobbying the state, county, and other entities that historically fund such programs. The City is committed to doing this work and is therefore ensuring this package is also part of our internal budget discussions.
