23,766 - GR-8% reduction package Service Area City Administrator DCA Michael Jordan Bureau Name Office of Government Relations Director Sam Chase Funding Type Name Reduction Status: Recommended Package Desc Expense Recommended Total This request cuts 1.0 permanent FTE Analyst III position ($201,110) that supports business External Materials and Services ($136,570) operations at the bureau and ($136,680) in external material services costs for travel and outreach, Internal Materials and Services $100,000 continuing education for staff, computer supplies, and miscellaneous services. This reduction is offset with a $100,000 interagency agreement with Budget & Finance’s Centralized Business Personnel ($201,110) Operations Division to provide budget monitoring and development services, centralized ($237,680) administrative support for payroll, timekeeping, and purchasing support. Together, the decision package reduces the bureau’s budget by ($237,680). Revenue Recommended Total Service Impacts General Fund Discretionary ($237,680) The reduction to the bureau’s external material services budget will impact the functionality of each ($237,680) program in the Office of Government Relations. Programs will see large scale reductions in their ability to support City leadership, its elected officials, and legislative liaisons as it implements the City’s legislative agenda, as well as interfaces with sovereign tribal governments and international delegations. Specifically, reductions to travel budgets mean less opportunity for advocacy outreach by the Office on behalf of the City’s agenda, as well as the inability to support international travel opportunities. Reductions in technology budgets means postponing replacements for staff, and reductions in education means fewer professional development opportunities. The impact of cutting the Analyst III position is offset, in large part, by the interagency agreement with Budget & Finance’s Centralized Business Operations Division. This reduction aligns with City Administrator Jordan’s direction to streamline and centralize functions in the new form of government, which includes budget and business operations support. Equity Impacts Reductions in external material and services will impact the ability for the International Relations Program and the Tribal Relations Program to provide support to events in the community which helps to build relationships and trust with marginalized communities. Reducing the travel budget for Government Relations will limit the ability to advocate groups and representatives from these communities to engage with policymakers. In many cases for the Tribal Relations Program, travel is essential for building relationships, advocating for policy changes, and ensuring that the voices of underrepresented populations are heard. If the travel budget is reduced, government relations efforts to connect with tribes outside the Portland area or region will be curtailed and limited to those that have a stronger presence. This could result in policies that don't fully reflect or consider the needs and priorities of all tribal voices. Moreover, the reduction in travel could also hinder cross-regional collaborations and the sharing of knowledge and resources that are essential to promoting more inclusive, equitable policies.
