This request is equivalent to the amount of $2,500,000 one-time General Fund resources the program received in the FY 2024-25 Adopted Budget. These resources will enable PEMO to maintain activation efforts which include lighting, murals, Revenue Recommended Total landscaping, infrastructure improvements, general beautification, nuisance deterrence, and more. General Fund Discretionary $2,500,000 Service Impacts $2,500,000 IMPACT: This request will ensure PEMO continues to meet the need of the Portlanders. Assumptions: This request is based on PEMO’s past work Measuring Outcomes: PEMO will measure their impact through a variety of metrics that gauge Portlander’s ability to move about safely and communicate easily with City representatives. Alternatives: Without PEMO, Portlanders would largely be required to report issues and feedback through passive channels. These channels have been the source of high frustration to Portlanders due to lack of transparency and perceived slowness. Lack of PEMO would also place significantly high burden on electeds who would be the first to hear about severe livability issues. Equity Impacts Many Portlanders feel unheard and PEMO provides an avenue for those Portlanders to connect to the City infrastructure. PEMO’s work helps connect the dots between the community and the City’s homeless outreach team, shelters, and impact reduction program.
