The Central Communications team delivers communications ($117,566) strategy, tools and resources for the City of Portland as a whole. This reduction will cut the team's external material services budget for communication systems, templates, tools and resources that Revenue Recommended Total support communication content and the implementation of the City's communications strategy. General Fund Discretionary ($70,653) Service Impacts General Fund Overhead ($46,913) At the direction of City Administrator Jordan, the city is resetting its citywide strategies and staffing ($117,566) models in a number of areas, including communications. This cut will largely reduce the contribution the Central Communication team can make toward the GovDelivery platform. The impact will result in the expense getting to shift to other bureaus that use the software. Efforts to reduce the impact of the budget reduction will come through the City Administrator's initiative to streamline the organizational structure, which will include an examination of communication related tools and external material expenses at the city that support this work. Equity Impacts Both the 2021-2022 charter review process and the 2022 Portland Insights Survey highlighted community members’ challenges finding information from the City of Portland and participating in decision-making – particularly acute among people of color and East Portland residents. In the Insights Survey, participants supported solutions such as making information easier to find and showing how community input leads to change. Efforts to reduce the impact of the budget reduction will come through the work to streamline the staffing model and organizational structure of communications at the city.
